Training Course on Public Fiscal Management for Local Government Units in Devolution
Understand your LGU’s fiscal power under devolution.
The Ateneo School of Government, through its Executive Education Program, invites you to the training course on Public Fiscal Management for Local Government Units in Devolution scheduled on 16 to 17 September 2025 at Ateneo de Manila University Loyola Campus.
Equivalent to 16 Learning Hours, this course provides LGU Officials with an updated framework to manage increasing opportunities and responsibilities under devolution. The course will include discussions and examples around the Supreme Court ruling on National Tax Allocation, the newest DBM Budget Operations Manual, the Internal Audit Manual, the New Government Procurement Act, and the Revised National Evaluation Framework Policy, among other issuances. Successful participants will be equipped with references, tools, and practical resources to manage the budget cycle and improve service delivery.
By the end of this course, participants will be able to:
- Better appreciate the framework of devolution and situate the Supreme Court ruling on National Tax Allocation and subsequent national issuances on national-local fiscal responsibilities.
- Apply this framework, as contained in the latest DBM budget cycle issuances, to enhance local planning, budget formulation, resource mobilization, expenditure management, and accountability.
- Utilize tools and practical resources in context-relevant challenges and opportunities for improved service delivery in their local government unit.
Participants are expected to have familiarity with the local budget process and basic PFM principles and procedures.
This course is ideal for Local Chief Executives, Budget Officers, Treasurers, Planning & Development Coordinators, Sangguniang Members, Internal Auditors, Accountants, and Department Heads. The course will also be facilitated by a governance practitioner with over 25 years of leadership experience in civil society and public service, and a former Assistant Secretary for Monitoring and Evaluation at the Department of Budget and Management, Ms. Maxine Tanya M. Hamada.
The course fee of Php 15,000 is inclusive of certificate (upon successful completion of course requirements), training materials, access to post-training resources and peer learning opportunities, and meals (light snacks and lunch). A discounted rate of Php 12,750 is also offered to officials and staff of Local Government Units (please refer to the registration form for further instructions on how to avail of this offer).
