The Cybercrime Wave in the Philippines: Institutionalizing Digital Forensics Toward Risk Management and Corporate Resilience

Brief Description of the Topic:

The cybercrime wave in the Philippines has alarmed law enforcement and justice officials amid the rising number of online frauds and data breaches across the country. The study aims to map-out the vector threats emanating from cybercrimes and cyberattacks that have undermined the country’s financial and monetary system. It unravelled the gaps and weaknesses in current structures and systems to combat cybercrimes, particularly the low capabilities in digital forensics. Through key informant interviews and desktop reviews, the study discovered and reaffirmed the risks and threats that have engulfed the country’s cyberdomain. It essentially presents measures to improve cyber preparedness and resilience by taking a page from Taiwan.

 

About the Speaker:

Dr. Teodoro Lloydon Bautista or Dr Lloyd to students and colleagues is an educator, researcher, and consultant in the fields of Public Management, Governance, Policy Sciences, Research, and Applied Statistics. Prior to obtaining his Doctoral degree in Public Administration from the University of the Philippines-Diliman, he held various positions for more than two decades in government agencies, such as DAR, CSC, GSIS, and DENR.  

In 2012, he was the Policy Director of the Philippine Presidential Commission on the Visiting Forces Agreement (VFA). He was also a faculty and senior fellow at the Development Academy of the Philippines (DAP). In 2021, he was appointed as Deputy Executive Director in the Pasig River Office under the DENR.  

His work with the military and police sectors has been extensive. Dr. Lloyd provides technical assistance with the National Security Council and the National Police Commission. Aside from facilitating strategic planning workshops, he advises government on analyzing big data and various policy researches. Dr. Lloyd has been commissioned as a Commodore in the Auxiliary Philippine Coast Guard in April 2024.

His wealth of experience in the private sector is traced as the Vice President for Academics in two higher educational institutions for seven (7) years – one based in Bacolod City and another a network of campuses across the country. He left the private sector in 2019 and resumed his work in the government as a consultant, policy adviser, and resource speaker. He has provided technical assistance to Congress, DAR, DENR, PCO, Philippine Statistics Authority, BARMM, Mindanao Development Authority, and the Philippine National Police.  

Dr. Lloyd completed his Doctorate in Public Administration from the University of the Philippines-Diliman, where he also finished two master degrees – one in Public Policy and another in Technology Management. He received his undergraduate degree on Philosophy from the Ateneo De Manila University. He also has a graduate diploma on Business Economics from the University of Asia and the Pacific.

Today, Dr. Lloyd is also an adjunct faculty with the Ateneo School of Government, handling governance and research classes. He also teaches Statistic and Quantitative Data Analysis classes with the undergraduate students in the Ateneo De Manila University. Likewise, he has been working with multilateral agencies, such as the Tara Climate, ADB, UNOPS, AUSAID, EU, and OXFAM on energy security, climate change, and renewable energy. He has written various peer-reviewed journals, presented papers in international conferences, and published books. He is also senior Fellow with the Philippine Public Safety College, where he teaches and supervises its doctoral program. He recently completed his research fellowship with the Center for Chinese Studies in Taipei, Taiwan.

Every Sunday and Tuesday, he writes his opinion piece in his column called The Securetatem Populi with the national broadsheet, The Manila Times, as well as a commentator in his program, FAQ with Dr. Lloyd.  

Dr. Lloyd traces his ancestral roots from Gapan and General Tinio, Nueva Ecija.
