Webinar on Public-Private Partnerships

This two-hour webinar offers a comprehensive overview of the evolving Public-Private Partnership (PPP) framework under the new PPP Code and Its Implementing Rules and Regulations. The session will explore seven dimensions of PPP - policy, parties, projects, partnership schemes, permissions, procedures, and pacts. Participants will gain insights into how PPPs function as strategic instruments for delivering public services, advancing infrastructure development, and fostering collaboration between government and private sectors.

Key Topics:

  • The PPP Code and its Seven Dimensions (7Ps Framework)
  • Roles, Responsibilities, and Risk-Sharing Between Government and Private Partners
  • PPP Applications and Approval Processes across National and Local Government Levels

Learning Objectives:

  1. Understand the key provisions and processes of the new PPP Code and its IRR
  2. Identify the roles, responsibilities, and risk-sharing mechanisms between government and private partners
  3. Recognize how PPPs can be designed and implemented to achieve sustainable and inclusive public service outcomes

The subject matter expert for the webinar is Atty. Alberto C. Agra, a Public-Private Partnership (PPP) Law Professor, PPP-for-All Advocate, and Certified PPP Specialist. He has conducted extensive seminars on PPP Law, developed a template PPP ordinance, and most recently launched the PPP for the People Menu for local governments titled Casa Agra. He has also served as Acting Secretary of Justice, Acting Solicitor General, and Chairman of the Philippine Reclamation Authority.
