Training Course on Legislation in Action for Local Lawmakers

Legislation in Action for Local Lawmakers

The Ateneo School of Government, through its Executive Education Program, invites you to the training course on Legislation in Action for Local Lawmakers scheduled on 23 to 24 October 2025 at Ateneo de Manila University Loyola Campus.

Equivalent to 16 learning hours, this course is designed for newly elected officials and legislative staff who want to strengthen their skills in making effective laws for their communities. The sessions go beyond theory by combining legal foundations with real-life lessons from experienced practitioners. Through hands on activities such as reviewing actual ordinances, simulating committee hearings, and drafting their own measures, participants will gain both technical know-how and the practical confidence to craft policies that are relevant, legal, and response to the needs of their constituents.

By the end of this course, participants will be able to:

  1. Explain the legal framework of local legislation, including powers of the state, local autonomy,
    and provisions of the Local Government Code;
  2. Examine and assess existing ordinances and resolutions for legality, clarity, and enforceability.
  3. Demonstrate practical skills in converting identified local issues into draft ordinances or
    resolutions through guided exercises and simulations.

The course will be facilitated by Dr. Isaias ‘Sonny’ Ubana II, Core Faculty of the Ateneo School of Government, and Atty. Eugene Kaw, Professorial Lecturer at the Ateneo School of Law, both of the Ateneo de Manila University. Together, they bring a wealth of practical and academic expertise in local legislation, governance, and public law that will enrich the learning experience of participants.

The course fee of Php 16,000 is inclusive of certificate (upon successful completion of course requirements), training materials, access to post-training resources and peer learning opportunities, and meals (light snacks and lunch).
