Between Beijing and Taipe: Personal Views of a Diplomat to China
ABOUT THE SPEAKER:
Ambassador Basilio assumed Chairmanship of the PECC Philippine National Committee in 2008.
A career foreign service officer, Mr. Basilio served in London, Geneva, Beijing, Jeddah and Washington, D.C. Other postings include his service as the Deputy Chairman of the APEC Senior Officials Meeting (SOM) throughout 1996 when the Philippines was chair of APEC; APEC Senior Official for the Philippines in 1997; Special Trade Representative of the Philippines to the Uruguay Round of Multilateral Trade Negotiations (GATT/WTO) from 1989-1990; and Chairman of the Committee on Trade and Investments of ASEAN (COTT) in 1989. He was Director of the Bureau of International Trade Relations (BITR) of the Department of Trade and Industry from 1989 to 1991. The BITR is responsible for negotiating bilateral and multilateral trade agreements and for providing staff work in the formulation of Philippine foreign trade policies and in Philippine participation in ASEAN, APEC and the WTO.
Mr. Basilio joined the private sector in 1998 as President of the Philippine Foundation for Global Concerns Inc., a non-profit organization involved in regional economic issues. In this same capacity he serves as Director of the International Secretariat of the APEC Business Advisory Council (ABAC); and Secretary General of the Philippine chapter of the International Chamber of Commerce (ICC). Mr. Basilio was also senior adviser at the Asian Development Bank from 2001-2002 working on a project on sub-regional economic integration in South Asia. In 2005, he was elected Vice-Chairman and Managing Director of the Manila Economic and Cultural Office, which represents Philippine interest in Chinese Taipei. He was an independent Director of the Board of Equitable Banking Corporation in 2006-2007 then the Philippines’ 3rd largest bank. He is currently a Director of the Board of Stratbase Consulting.
He has a degree in economics from the Ateneo de Manila University and a Master’s Degree in Public Administration from Harvard University.
