[Training Course] Short Course on Participatory Governance: Designing Participation that Matters | ASoG

The Ateneo School of Government through its Executive Education Program invites you to the Short Course on Participatory Governance: Designing Participation that Matters scheduled on 23 April 2026 at the Ateneo de Manila University Loyola Heights Campus.

Participatory Governance

This executive course introduces a practical framework for diagnosing and designing meaningful participation in government programs. Using the Participatory Governance Metrics (PGM) framework, participants will examine how participatory initiatives can be assessed and improved based on three dimensions: participatory space, participatory engagement, and results of participation.

The course combines conceptual discussion with practical exercises. Participants will apply the PGM framework to analyze their own participatory programs and develop indicators that help trace whether participation produces real influence on governance decisions and program outcomes.

By the end of this course, the participants shall be able to:

  1. Explain common misconceptions about participatory governance and distinguish between symbolic participation and meaningful participation.
  2. Describe the Participatory Governance Metrics (PGM) framework, including its three dimensions and key variables.
  3. Apply the PGM framework to analyze participatory programs and identify strengths and gaps in participatory design.
  4. Develop context-appropriate indicators to assess the quality and results of participation in their own programs or initiatives.
     

The course is intended for government officials and civil society practitioners engaged in participatory governance platforms, collaborative policy processes, and citizen engagement initiatives.

The course fee of Php 5,000 is inclusive of certificate (upon successful completion of course requirements), training materials, access to post-training resources and peer learning opportunities, and meals (AM-PM snacks and lunch).
