CALL FOR APPLICATIONS: Project Officer (EU Project)

CALL FOR APPLICATIONS: PROJECT OFFICER
 
Unit:               Ateneo School of Government (ASOG)
Location:       SDC Complex, Ateneo de Manila University, Katipunan Ave. Quezon City
Duration:        Three Months
Report to:       Ateneo Policy Center Head

I. Brief Description

The Ateneo School of Government (ASOG) is the public sector arm of the Ateneo de Manila University. The School’s long-­term mission is to teach and work with effective and ethical public servants. It aims to contribute in building prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes.
 
As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-­world policy decision­making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.
 
II. Scope of Work
The ASEP-CELLs Program Officer is expected to facilitate coordination between the CELLs and the Project Management Office, as well as craft and consolidate project reporting. S/he will be assisting the Project Manager in the  implementation of project operations.
 
The Program Officer is expected to complete the following tasks and deliverables, as well as other related assignments tasked by the Project  Manager and/or Senior Technical Adviser.
 

  1. Review and analyze progress in project plans and priorities, reports and other relevant information;
  2. Provide inputs to the ASEP-CELLs Manual of Operations support the identification of  potential cooperation areas among implementing agencies in the national and regional levels
  3. Assist the Project Manager in coordinating the quality and timely delivery of project activities; ensure that these are in line with ASEP-CELLs’  objectives and priorities; implement and enforce operational procedures and facilitate management activities
  4. Ensure effective coordination for the timely exchange of financial, technical and administrative data between  CELLs and the Project Management Office; facilitate periodical coordination meetings
  5. Monitor CELLs’ projects and activities by reviewing, verifying, analyzing and consolidating work plans, progress reports, financial reports and other relevant activities and reports
  6. Assess and recommend training and capacity-building needs of regional CELLs;  organize and provide technical support that are in line with ASEP-CELLs’ strategy to CELLs and other stakeholders

 
 
 
III. Qualifications
 
Applicants for the EU ASEP CELLs Project Officer position must have the following qualifications:

  • Bachelor’s degree in any social science, with above average academic performance; Masteral units an advantage.
  • Strong analytical skills and appreciation of development;
  • Graphics presentation skills is an advantage;
  • Self-­management, as evidenced by the ability to deliver outputs with minimum supervision;
  • Excellent communication skills, oral and written;
  • Excellent organizational skills and ability to work in a team;
  • Experience in the conduct of research, key informant interviews, and focus group discussions is an advantage;
  • Must be willing to conduct field work in different parts of the country.

 
IV. Application Requirements
