Bending toward justice: A forum on the ICC, the Duterte Case, and victim participation

Following the successful conclusion of the third installment of the On the Sounding Board Series, entitled Bending Toward Justice: A Forum on the ICC, the Duterte Case, and Victim Participation, the Fr. Joaquin Bernas Institute shares the second set of featured panelists from the forum.
The discussion brought together legal practitioners and advocates to examine the processes of the International Criminal Court and the role of victims within international criminal proceedings, particularly in relation to the case involving former President Rodrigo Duterte.
๐๐๐๐. ๐๐ถ๐น๐ฏ๐ฒ๐ฟ๐ ๐ง. ๐๐ป๐ฑ๐ฟ๐ฒ๐ is one of the Common Legal Representatives for Victims in the ICC case against former President Rodrigo Duterte. He is a Senior Partner at Butuyan & Rayel Law Offices and serves as Executive Director of the Center for International Law (CenterLaw Philippines), a human rights organization engaged in strategic litigation and constitutional challenges. His work has included representing victims of the Philippine drug war, families of journalists killed in the Maguindanao Massacre, and litigating key cases such as People v. Binayug et al. He has argued before the Philippine Supreme Court in cases challenging the countryโs withdrawal from the ICC and has participated in proceedings before the Court in The Hague, including the February 2026 Confirmation of Charges Hearing. He holds degrees from the University of the Philippines and an advanced LL.M. in International Criminal Law from Leiden University.

Her work focuses on supporting victims and left-behind families affected by human rights violations arising from the Philippine drug war. Through her role, she facilitates access to legal, medical, psychosocial, and economic support services, while also contributing to initiatives that develop communities into human rights defenders through education and capacity-building.
