ASOG Faculty Publishes Paper on Rural-Urban Equity Nexus of Metro Manila’s Water System

Ateneo School of Government full-time faculty and Ateneo Policy Center Senior Research Fellow Philamer C. Torio paper on rural-urban equity nexus of Metro Manila’s water system was recently published  in Water International, the official journal of the International Water Resources Association (IWRA).
 
Dr. Torio and his colleagues Dr. Leila M. Harris and Dr. Leonora C. Angeles examined the equity concerns and inherent conflicts related to rural-urban water supply allocation and use, with focus on Metro Manila. Going beyond the much-discussed difficulty farmers experience from an allocation policy prioritizing urban water requirements, their paper showed that inequity in raw water allocation is linked to, and further exacerbated by, inequities in urban domestic water provision. Moreover, it highlighted the need for broader equity reviews, using the concept of the rural-urban water equity nexus to draw attention to key equity considerations across space and scale that otherwise might remain invisible.
 
Dr. Torio has over 25 years of experience in operations, finance, research, and policymaking related to public infrastructure, as a senior corporate officer, government official, and academic scholar.  As the first Executive Director of the Public-Private Center of the Philippines, he was instrumental in shaping the Philippine government’s policy and strategy with respect to the development of public infrastructure through private sector participation.  As an academic, his teaching, research, and projects focused on governance, infrastructure development, infrastructure finance, and Public-Private Partnerships.
