Dr. Philamer Torio, ASOG's First Full-time Faculty

ASOG is pleased to introduce Dr. Philamer C. Torio, first Full-time Faculty (Tenure Track) of the Ateneo School of Government, who joined the School on 4 November 2019.
Dr. Torio has over 25 years of experience in operations, finance, research, and policymaking related to public infrastructure, as a senior corporate officer, government official, and academic scholar. As the first Executive Director of the Public-Private Center of the Philippines, he was instrumental in shaping the Philippine government’s policy and strategy with respect to the development of public infrastructure through private sector participation. As an academic, his teaching, research, and projects focused on governance, infrastructure development, infrastructure finance, and Public-Private Partnerships.
He has a PhD in Resource Management and Environmental Studies from the University of British Columbia. He also holds Master’s Degrees in various disciplines – Master of Engineering from the University of the Philippines, Master in Management from the Asian Institute of Management, Master in Public Administration from Harvard University, and the Master of Arts in Asia Pacific Policy Studies from the University of British Columbia.
His extensive and diverse work experience, coupled with his graduate studies in various fields, allow him to take an interdisciplinary approach towards teaching, research, and capacity building.
