Ateneo Policy Center welcomes new non-resident research fellow under the Tobacco Control & Governance Program

The Ateneo School of Government (ASOG), through the Ateneo Policy Center, is proud to introduce Mr Rodley Desmond Daniel M Carza as a Non-Resident Research Fellow under the Tobacco Control & Governance (TC&G) program.
Mr Carza concurrently serves as the Program Review and Assessment Consultant for the TC&G National Tobacco Cessation Project, where he leads a comprehensive assessment of the status and success of local cessation programs across the Philippines.
Before joining ASOG, Mr Carza served for 12 years in various leadership and policy-making roles at the Philippine Department of Health (DOH). He most recently headed the DOH’s Health Promotion Bureau, where he led nationwide efforts to advance health and address major risk factors for non-communicable diseases, including tobacco. Notably, one of his major contributions to tobacco control was leading the development and advocacy of the Philippines’ National Tobacco Prevention and Control Strategy 2030.
Currently, Mr Carza collaborates with academic institutions and civil society organizations to develop policy and accountability mechanisms that hold health-harming industries accountable for their impact on public health. His research interests include health governance, fiscal policies for health, and commercial determinants of health, particularly tobacco, alcohol, and unhealthy foods.
