Building bridges for development: ASoG Executive Education host webinar on the new Public–Private Partnership (PPP) Code

The Ateneo School of Government (ASoG), through its Executive Education Program, held an open webinar on “Public–Private Partnerships for the People (PPPP): Understanding the New PPP Code and Its Implementing Rules and Regulations” on 17 October 2025, via Zoom.
The session provided a comprehensive and analytical overview of the new Public–Private Partnership (PPP) Code of the Philippines, its Implementing Rules and Regulations (IRR) which became effective in April 2024, and its implications for governance and development practice. As the government seeks to address infrastructure gaps, enhance service delivery, and foster innovation, the PPP framework serves as a strategic policy instrument for inclusive and sustainable development.


The discussion highlighted how the PPP Code redefines collaboration between government and private actors—from transactional contracting toward transformative partnerships grounded in transparency, accountability, and shared value creation. The new framework offers expanded opportunities for local governments and national agencies to engage the private sector in designing and delivering services that respond to citizens’ needs.
The webinar featured Atty Alberto C Agra, PPP Law Professor, Certified PPP Specialist, and PPP-for-All Advocate, who provided both legal insights and practical approaches to implementing PPPs under the new Code. Drawing from his extensive experience, Atty Agra emphasized how the PPP can guide local governments in structuring projects that balance economic viability with social equity.

Ms Sharon Grace S Yabut, Head of the ASoG Executive Education Program, noted that the new PPP Code signals a pivotal moment for Philippine governance. “Beyond infrastructure and financing, PPPs are about co-creation and collaborative governance. They represent how institutions—public and private—can converge to promote transparency, efficiency, and innovation in serving the Filipino people,” she shared.
More than 80 participants from the government, private sector, academe, and civil society attended the webinar, reflecting broad interest in the evolving PPP landscape and its implications for ongoing and future national projects. The event served as an introductory glance or overview of the upcoming deep-dive course, providing participants with a foundational understanding of PPP concepts and encouraging further study and practical application.


Looking ahead, the Executive Education Program will offer a deep-dive certificate course on “Public–Private Partnerships for the People” from 5 to 6 March 2026. This advanced program will build on the insights from the webinar and further develop participants’ competencies in project structuring, stakeholder negotiation, financial modeling, and sustainability frameworks—anchored in ASoG’s mission to cultivate competent, ethical, and transformative leaders for public service.
