Terms of Reference

Position: Program Manager for BARMM, Ateneo Policy Center, School of Government
Duration: Three Months (initial contract, subject to renewal; onsite reporting)


I. Brief Description
The Ateneo School Government (ASOG) is the public-sector arm of the Ateneo de Manila University. The School’s long-term mission is to teach and work with effective and ethical public servants. It aims to contribute in building prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes.
 
As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.


II. Scope of Work
The primary function of the Program Manager is to lead and oversee the implementation of the project/s under the Ateneo Bangsamoro Initiative. He/She will take a major role in research, analysis, data gathering, and policy outreach functions related to the project. He/she will also handle day-to-day research and policy outreach responsibilities related to the project/s. In particular, the Program Manager is expected to:

  • Oversee project operations in collaboration with implementing partners of the Ateneo Bangsamoro Initiative;
  • Provide overall technical and operational support to the Ateneo Policy Center Head and the Project Director/Principal Investigator/Senior Research Fellow or ASOG full-time faculty assigned to the program, in developing and promoting the uptake of evidence-based research outputs generated by the program;
  • Lead the development and ensure the high quality of any research and informational materials produced by the project;
  • Assist the Ateneo Policy Center Head and the project team in expanding the network and engaging high-level partners, expert advisors, and other stakeholders for disseminating project outputs;
  • Coordinate with the Ateneo Policy Center Head to lead the planning and execution of program activities with implementing partners, including but not limited to webinars, forums, roundtable discussions, and seminars;
  • Supervise the technical and administrative staff of the project;
  • Manage the project’s monitoring, evaluation, and learning framework; prepare periodic reports and other documentation required for internal and external reporting; and ensure all activities and transactions comply with APC-ASOG, ADMU, and the project funder’s rules, guidelines, policies, and processes; and
  • Serve as the primary representative for all project activities


III. Description of Education, Competence, and Experience Required

  • At least 3 years of experience in project management and implementation.
  • Experience in policy research and/or technical assistance in public policy projects a plus;
  • Advanced university degree (Masters, ABD or PhD) in management, economics, public policy and/or development studies or other related social sciences is an advantage; Bachelor’s Degree and/or ongoing completion of an advanced university degree may also be considered, provided that he/she has relevant management, public policy and/or industry experience;
  • Excellent political and crisis management skills, including the ability to problem solve and work against tight deadlines;
  • Excellent written and oral communication skills in English required;
  • Ability to work independently and respond to feedback in a timely and professional manner; and
  • Excellent organizational skills, attention to detail, and ability to contribute to a team research process.
