Call for Proposals: Contract award for fee-based services: Construction Services for the Resilient Housing Project

The Ateneo de Manila University, through the Ateneo School of Government, intends to award a contract for fee-based services to lead the construction of a pilot sustainable and disaster-resilient housing for the Resilient Housing Project. This is implemented through the Ateneo Policy Center.

Objectives
The Construction Services will be on project assignment from 01 October 2023 to 31 May 2024. The Construction Services is expected to:
- Serve as the lead contractor and be responsible for overseeing and executing all construction-related activities of the project;
- Establish housing standards at the local level that prioritize sustainability and disaster resilience in accordance with the Healthy Communities Framework;
- Conduct site evaluations, risk assessment, geohazard mapping, and identify safe areas for construction on either of the four project sites: Marikina, Bohol, Dinagat Islands, or Siargao.
- Inspect existing infrastructure based on pre-defined structural and environmental standards and submit a report detailing findings and recommendations;
- Develop a construction plan aligned with the health promotion playbook, focusing on sustainability and disaster resilience;
- Provide an estimated cost, specifications, and resource requirements for the implementation;
- Acquire all necessary permits and clearances from local and national government units, including environmental and safety permits;
- Compile and submit all relevant documentation, including construction logs, quality checks, and permits, to facilitate project handover;
- Collaborate with the project team, including researchers, policy experts, and other specialists, to contribute to developing the health promotion playbook module on sustainable and disaster-resilient housing; and
- Perform such other functions as may be assigned by the project team similar to and related to the functions enumerated above.
