CALL FOR PROPOSALS: Contract Award for Fee-based Services: Construction Services for the Resilient Housing Project

I. Project Background
The Ateneo de Manila University, through the Ateneo School of Government, intends to award a contract for fee-based services to lead the construction of a pilot sustainable and disaster-resilient housing for the Resilient Housing Project. This is implemented through the Ateneo Policy Center.

The Ateneo School of Government (ASOG) is the public-sector arm of the Ateneo de Manila University. The School’s long-term mission is to teach and work with effective and ethical public servants. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.
Sustainable and Disaster-Resilient Housing Project
The ASOG, through its public policy think tank, the Ateneo Policy Center, will be implementing a project titled “Procurement of Consulting Services for the Development and Pilot Implementation of the Health Promotion Playbook Module for Healthy Communities (Sustainable and Disaster-Resilient Housing).” The project seeks to develop and publish a module for the health promotion playbook on sustainable and resilient housing, in accordance with the National Policy Framework on the Promotion and Recognition of Healthy Communities (DOH-DILG Joint Administrative Order No. 2021-0002).
The project consists of the following components: 1) establishing local housing standards that incorporate sustainable and disaster-resilient design principles, 2) pilot implementation of the Health Promotion Playbook in selected city/municipality, and 3) development of modules to capacitate local implementers and selected community members. As part of the pilot implementation of the Playbook and established local housing standards, ASOG seeks to engage the Consulting Services for the Design and Construction of a Resilient Housing Prototype Unit (“Construction Services”). The project site is at Barangay Bood in the Municipality of Ubay, Bohol (see Site Location Map).
The site is on developed residential land perpendicular to the Bohol Circumferential Road. The land is surrounded by residential dwellings (Sitio Riverside to the Northeast), with nearby establishments (i.e. ongoing construction of a Crisis Center), proposed commercial areas, and transport terminal buildings, including rice fields (to the West) and other designated spaces for institutional facilities (to the South).
II. Construction Services Responsibilities
The Firm/Organization selected for the Construction Services shall serve as the lead contractor and be responsible for overseeing and executing all construction-related activities of the project. As the lead contractor undertaking the construction of three (3) resilient housing units (“prototypes”) in Ubay, Bohol, from February 2024 to July 2024 (6 months), the key activities to be undertaken are the following:
A. Preliminary Site Investigations, Surveys, and Mapping
For the 240 sq.m. land allocated for the housing units, conduct a preliminary site investigation to obtain the following data on the property: technical boundaries, physical features (size, shape, terrain, topography/elevation), setback requirements (e.g. legal easements, road right-of-way access to site/unit).
B. Conduct risk and vulnerability assessment of residential dwellings at the selected area in the Municipality of Ubay, Bohol
- In close coordination with the research team, conduct a risk assessment, geohazard mapping, and obtain necessary primary or secondary data on flooding, erosion, and hazards (e.g. from the Department of Environment and Natural Resources - Mines and Geosciences Bureau and PHIVOLCS) to identify areas safe for constructing residential dwellings in the Municipality.
- Along with the research team, inspect existing residential infrastructure in the selected community in Ubay, Bohol, based on pre-defined structural and environmental standards, and submit a report detailing findings and recommendations.
- Provide technical inputs on the conduct of structural vulnerability assessment for inclusion in the Playbook.
C. Conceptual Design and Construction Plan
- In coordination with the research team, establish housing design in accordance with the Batas Pambansa Blg. 220 Guidelines, National Building Code, and other relevant national laws and frameworks, especially the Healthy Communities Framework. In line with the principles of sustainable construction, the proposals for housing units should emphasize the use of sustainable and locally-sourced materials, affordability of materials for low-income beneficiaries, indoor air quality, waste reduction, durability and sustainable design.
- Develop a construction plan with the proposed design for three (3) prototypes with the following specifications:
- Minimum floor area: at least 36 sq.m.per unit
- Maximum lot size: 80 sq.m. per unit
- Total land area: ~240 sq.m. (government-owned land)
- Act as resource person/s during the capacity building activity for local implementers and community members in assessing, constructing, and retrofitting resilient residential dwelling units.
D. Proposed design and construction schedule
Provide an estimated cost (bill of quantities), specifications, and resource requirements including an overall timeline and a brief description of the health and safety plan for laborers.
E. Construction of prototype
- Acquire all necessary permits and clearances from the local government unit (See Building Permit Requirements)
- Construct three (3) prototypes.
- Compile and submit all relevant documentation, including construction logs, photo and video documentation, quality checks, and permits, to facilitate project handover;
F. Coordination, learning, and reporting
- Collaborate with the project team, including researchers, policy experts, and other specialists, to contribute to developing the health promotion playbook module on sustainable and disaster-resilient housing.
- Prepare Frequently Asked Questions (FAQs) related to the construction of resilient housing (as inputs to the Playbook developed by the research team).
- Perform such other functions as may be assigned by the project team similar to and related to the functions enumerated above.
III. Application Requirements
All interested applicants must submit the following:
- Organization’s Profile, including the number of years providing construction services;
- Organization’s Experience, including a list of ongoing and completed similar projects and services in the past three (3) years;
- Technical Proposal describing the approach, methodology, timeline and work plan for performing the responsibilities;
- Financial Proposal.
IV. Application and Evaluation Process
Interested applicants are required to submit all documents via email to policycenter.asog@ateneo.edu and use “[ORGANIZATION NAME] – Construction Services – Resilient Housing” as email subject. Deadline for the submission of applications is on February 2, 2024.
