CALL FOR APPLICATIONS: Communications Specialist (Resilient Housing Project)

Mode: Consultancy; deliverable-based

GENERAL DESCRIPTION

The Ateneo de Manila University, through the Ateneo School of Government, intends to hire a Communications Specialist responsible for planning, developing, and implementing the communications strategy of the Health Promotion Playbook for the Resilient Housing Project. This is implemented through the Ateneo Policy Center.

Ateneo de Manila University - School of Government 

The Ateneo School of Government (ASOG) is the public sector arm of the Ateneo de Manila University (ADMU). The School’s long-term mission is to teach and work with effective and ethical public servants. It aims to contribute to building prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes. 

As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.

Sustainable and Disaster-Resilient Housing Project 
The ASOG, through its public policy think tank, the Ateneo Policy Center, will be implementing a project titled “Development and Pilot Implementation of the Health Promotion Playbook Module for Healthy Communities (Sustainable and Disaster-Resilient Housing)”. The project seeks to develop and publish a module for the health promotion playbook on sustainable and resilient housing, in accordance with the National Policy Framework on the Promotion and Recognition of Healthy Communities (DOH-DILG Joint Administrative Order No. 2021-0002). 

The project consists of the following components: 1) establishing local housing standards that incorporate sustainable and disaster-resilient design principles; 2) development and pilot implementation of the Health Promotion Playbook in selected city/municipality; and 3) development of modules to capacitate local implementers and selected community members. ASOG seeks to engage a Communications Specialist to package the Sustainable and Disaster Resilient Housing Playbook (“Playbook”). 

The Playbook forms part of a series of Health Promotion Playbooks developed by the Department of Health (DOH). It is intended to provide local government units (LGUs) with evidence-based information, template policy interventions, and implementation tools (i.e. modules and monitoring and evaluation templates) targeted at developing local interventions measurable and tailored to local communities. 

SCOPE OF WORK

The Communications Specialist will serve as the lead in the planning, development, and implementation of the communications strategy of the project. As such, the Specialist will be responsible for undertaking the following tasks: 

  1. Identification of project stakeholders together with the Research Team;
  2. Development of Communication Plan
  • Develop a communication plan for the project in adherence with its goals and objectives;
  • Identify behavioral and communication objectives per list of target audience (e.g., local leaders, village leaders, legislators, homeowners, local health office, contractors, etc.);
  • Develop key messages per target group;
  1. Development of Communication Strategies;
  2. Development of Communication Materials: In coordination with the project team and other consultants, develop the communication materials of the Playbook; 
  3. Provide technical support  on the development of training materials of the project; and
  4. Perform such other functions as may be assigned by the project team similar to and related to the functions enumerated above.
