Call for Applications: BARMM Component Leader (PARTICIPATE)

Unit: Ateneo Policy Center - School of Government (APC-ASOG)

Duration: Three Months (initial contract; subject to renewal)

I. Brief Description 

The Ateneo School of Government is the public policy academic arm of Ateneo de Manila University. Its long-term mission is to teach and work with effective and ethical public servants to build prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes. Through its research and extension programs, and its work with public, private and civil society organizations, ASOG aims to develop and foster innovative ideas and approaches in order to change mindsets and systems in such areas as leadership, poverty eradication, climate change, social accountability, and politics.

The Political Participation for Greater Electoral Integrity (PARTICIPATE) is a five-year program implemented by ASOG in partnership with the La Salle Institute of Governance (LSIG), National Citizens’ Movement for Free Elections (NAMFREL), and Caucus of Development NGO Networks (CODE-NGO). PARTICIPATE aims to increase and enhance non-partisan political participation by the citizenry and civil society organizations in government-administered national and local electoral processes as an essential element of true democratic governance. It advances political participation in elections through three interrelated objectives: 1) bolster citizen oversight of electoral processes, 2) increase the availability and accessibility of information to promote informed voting, and 3) support constituency-building for electoral reforms.

II. Scope of Work

Under the supervision of the Deputy Chief of Party, the BARMM Component Leader (PARTICIPATE) will handle the BARMM component of the PARTICIPATE Project.

In particular, the BARMM Component Leader (PARTICIPATE) is expected to:

  • Oversee project operations in cooperation with the PARTICIPATE implementing partners;
  • Provide overall technical and operational assistance to the Ateneo Policy Center Head and the PARTICIPATE Project Management Office in developing and ensuring the uptake of evidence-based research outputs generated by the project;
  • Lead the development, and ensure high quality, of any research and information materials that will be produced by the project;
  • Assist the Ateneo Policy Center Head, and the PARTICIPATE Project Management Office in the expansion of network  and  engaging  high-level  partners,  expert  advisors,  and  other  stakeholders for the dissemination of project outputs;
  • In coordination with the PARTICIPATE Project Management Office, lead  the  planning  and  execution  of  project  activities  in  coordination  with  the  implementing  partners  and  other  activities  of  the  Ateneo  Policy  Center,  which  may  include  but  are  not  limited  to  webinars,  forums, round table discussions, and seminars;
  • Supervise the technical and administrative staff of the project;
  • Manage the project monitoring, evaluation and learning  framework,  and  prepare  periodic  reports,  and  other  documentation  requirements  for  internal  and  external  reporting;  and  ensure  that  all  activities  and  transactions  are  in  accordance  with  the  set  rules,  guidelines,  policies, and processes of APC_ASOG, ADMU, and the project’s funder, and
  • Serve as the primary representative of the project/s for all activities. 

III. Qualifications

The qualifications for the BARMM Component Leader (PARTICIPATE) position are as follows: 

  • At least 3 years of experience in project management and  implementation. Experience in policy research and/or technical assistance in public policy projects a plus;
  • Advanced university  degree  (Masters,  ABD  or  PhD)  in  management,  economics,  public  policy  and/or development studies or other related social sciences is an advantage; Bachelor’s Degree  and/or ongoing completion of an advanced university degree may also be considered, provided  that he/she has relevant management, public policy and/or industry experience;
  • Excellent political and crisis management skills, including the ability to problem solve and work  against tight deadlines;
  • Excellent written and oral communication skills in English required;
  • Ability to work independently and respond to feedback in a timely and professional manner; and
  • Excellent  organizational  skills,  attention  to  detail,  and  ability  to  contribute  to  a  team research process.
