Update on DOLE Assumption of Jurisdiction Order

2 December 2025

Ateneo de Manila University informs the community that the Secretary of the Department of Labor and Employment (DOLE) has issued an Order Assuming Jurisdiction (AJ) over the labor dispute involving the University and the Ateneo Employees and Workers Union (AEWU).

A copy of the Order was received by the University yesterday. (See below)

Under the Labor Code, an Assumption of Jurisdiction order places the dispute under the authority of DOLE and automatically enjoins the intended or impending strike or lockout. This effectively requires both parties to maintain the status quo prevailing prior to the strike or lockout, ensure continuity of operations, and cease and desist from any action that may disrupt normal functioning while the matter is under review.

University Position

The University respects and acknowledges the authority of the DOLE Secretary in assuming jurisdiction over the dispute. We will comply fully with the directives of the Order and will continue to participate in the process as required.

At the same time, the University reaffirms its established position, previously communicated to the community, that:

  • The disciplinary measures issued were based on individual violations of University policies, following due process.

  • The matters under dispute relate to legitimate and long-standing University programs and prerogatives, including the implementation of the Work/Zone Rotation Program.

  • The University remains committed to the fair and consistent application of its policies, to safeguarding its managerial prerogatives, and to ensuring the integrity of its operations.

Continuity of Campus Operations

The University assures the community that operations across all campuses will remain fully functional. All academic activities, events, and essential services will continue without interruption in accordance with the DOLE directive to maintain normal operations.

Commitment to Dialogue and Resolution

The University will continue to engage with the DOLE process in good faith, guided by its commitment to truth, fairness, and the common good. We remain hopeful that this process will lead to a fair, just, and constructive resolution, one that honors the rights of all employees while upholding the University’s responsibility to its students, faculty, and the broader Ateneo community.

We ask for the community’s continued cooperation, calm, and vigilance as we move forward under the guidance of the DOLE Secretary.

Update sa DOLE Assumption of Jurisdiction Order

Ipinaaabot ng Ateneo de Manila University sa pamayanan na ang Kalihim ng Department of Labor and Employment (DOLE) ay naglabas ng Order Assuming Jurisdiction (AJ) kaugnay ng usaping paggawa sa pagitan ng Pamantasan at ng Ateneo Employees and Workers Union (AEWU).

Ayon sa Labor Code, ang isang Assumption of Jurisdiction order ay nangangahulugang ang di pagkakasunduan ay direktang pamamahalaan ng DOLE. Sa bisa nito, awtomatikong ipinagbabawal ang anumang nakatakdang o planong welga (strike) o lockout. Ipinag-uutos rin nito na ang parehong panig ay manatili sa kasalukuyang kalagayan (status quo) bago ang pagdedeklara ng welga o lockout, tiyakin ang pagpapatuloy ng mga normal na operasyon, at umiwas sa anumang hakbang na maaaring makasagabal sa karaniwang takbo ng mga gawain habang sinusuri ang kaso.

Pananaw ng Pamantasan

Iginagalang at kinikilala ng Pamantasa ang kapangyarihan ng DOLE Secretary sa pag-assume ng hurisdiksiyon sa usaping ito. Lubos naming tutugunan ang lahat ng itinakda sa Order at patuloy na makikibahagi sa proseso ayon sa kinakailangan.

Kasabay nito, muling pinaninindigan ng Pamantasan ang dati nang ipinahayag nitong posisyon:

  • Ang mga ipinatupad na hakbang pandisiplina ay batay sa indibidwal na paglabag sa mga polisiya ng Pamantasan, matapos dumaan sa maayos at makatarungang proseso.
  • Ang mga isyung pinagtatalunan ay may kaugnayan sa mga lehitimo at matagal ng programang institusyonal, kabilang na ang pagpapatupad ng Work/Zone Rotation Program, na bahagi ng karapatan at prayoridad ng pamunuan.
  • Naninindigan ang Pamantasan sa makatarungan at pare-parehong pagpapatupad ng mga polisiya, sa pangangalaga sa management prerogatives, at sa pagpapanatili ng integridad ng mga operasyon nito.

Pagpapatuloy ng mga Gawain sa Kampus

Tinitiyak ng Pamantasan sa komunidad na ang lahat ng operasyon sa iba’t ibang kampus ay magpapatuloy nang walang abala ang operasyon Ang lahat ng gawaing akademiko, mga programa, kaganapan, at mahahalagang serbisyong ay magpapatuloy nang walang aberya, alinsunod sa utos ng DOLE na panatilihing normal ang operasyon.

Pagtanaw sa Makatarungan at Mapayapang Resolusyon

Patuloy na makikilahok ang Pamantasan sa proseso ng DOLE nang may paggalang, katapatan, at integridad, alinsunod sa pangako nitong itaguyod ang katotohanan, katarungan, at kabutihang panlahat. Nananatili kaming umaasa na ang prosesong ito ay hahantong sa isang makatarungan, makabuluhan, at konstruktibong resolusyon—isang solusyong kinikilala ang karapatan ng lahat ng empleyado habang pinangangalagaan ang tungkulin ng Pamantasan sa mga estudyante, guro, at mas malawak na pamayanang Ateneo.

Hinihiling namin ang inyong ang patuloy na kooperasyon, mahinahong pakikilahok at pagsunod sa mga itinakdang prosesong ito sa gabay ng DOLE Secretary.
