PEAC taps Ateneo BUILD to drive data-based education policy & funding

New Data Office will transform school records into evidence for policy, planning, and fairer funding

The Private Education Assistance Committee (PEAC) has partnered with Ateneo de Manila University to help ensure that assistance for private education reaches the students and schools that need it most.

Through the Ateneo Business Insights Laboratory for Development (BUILD) of the John Gokongwei School of Management (JGSOM), the university will support PEAC in establishing a new Data Office — a dedicated unit designed to transform PEAC's extensive institutional records into actionable intelligence for policymaking, strategic planning, and program evaluation. The ultimate goal: to sharpen how subsidies and funds are targeted across the private education sector in the Philippines.

The partnership was formalized through a Master Agreement signed on 20 February 2026, at the Makati Diamond Residences, during the Regional Program Committee (RPCom) Assembly. The ceremony was attended by PEAC Executive Director Dr Rhodora Angela Fernandez Ferrer, PEAC Members Mr Marco Alfredo M Benitez and Dr Betty C McCann, Ateneo de Manila University President Fr Roberto C Yap SJ, JGSOM Dean Dr Roberto Martin N. Galang, BUILD Director Mr Joseph Benjamin R Ilagan and representatives from the PEAC National and Regional Secretariats and the Department of Education.

From Data to Decisions

PEAC manages one of the country's most significant repositories of private school and student subsidy data — but much of that information has remained underutilized for strategic purposes. The new Data Office, with Ateneo BUILD's guidance, aims to address this gap.

Under the agreement, Ateneo BUILD will provide strategic analytics advisory covering data governance, metadata management, and interpretation frameworks. Working in short, focused development sprints, BUILD teams will deliver cleaned datasets, prototype dashboards, and analytical models co-developed with PEAC staff — drawing on both internal records and curated open data sources.

Initial deliverables include a comprehensive data inventory, a preliminary data model linking school and subsidy information, and a prototype analytics environment to support early dashboard development.

Building Lasting Capacity

The partnership is designed not as a one-time intervention, but as a foundation for lasting institutional capability. Ateneo BUILD will accompany PEAC through a structured process of discovery, design, and enablement — with ongoing mentoring, clear documentation, and modular training workshops to ensure that PEAC personnel can operate analytics workflows independently long after the engagement concludes.

The Business Insights Laboratory for Development (BUILD) is a center under the John Gokongwei School of Management of Ateneo de Manila University. BUILD leverages expertise in operations research, data analytics, financial modeling, generative artificial intelligence, and data platform services to support various sectors in the Philippines.

About PEAC

The Private Education Assistance Committee (PEAC) is a five-member committee constituted as Trustee of the Fund for Assistance to Private Education (FAPE), a permanent and irrevocable trust fund established under Executive Order No. 156, series of 1968. PEAC administers programs of assistance for private education institutions and students nationwide.
