Building collaborative pathways: ACSENT host dialogue on the national housing crisis

On 21 January 2026, the Ateneo Center for Social Entrepreneurship (ACSEnt), in partnership with Social Enterprise Development Partnerships Inc (SEDPI), convened a consultation meeting on socialized housing, bringing together stakeholders from government, private developers, and microfinance institutions (MFIs). The discussion aimed to validate findings from recent Key Informant Interviews (KIIs) and deepen understanding of the country’s socialized housing challenges.
Participants examined the scale of the housing crisis, with data from the Department of Human Settlements and Urban Development (DHSUD) showing a backlog of 10.65 million housing units. A study by the University of Asia and the Pacific (UA&P) revealed that 78.1% of this backlog—approximately 8.3 million units—is concentrated in the socialized housing segment. Despite rapid household growth, current housing production remains insufficient, pointing to a widening gap if reforms are not accelerated.
Key bottlenecks identified included the affordability mismatch for low-income households, lengthy land conversion and permitting processes, uniform regulatory requirements that raise development costs, and limited prioritization of housing at the local government level.
The consultation also surfaced opportunities for reform and collaboration, including proposed innovations such as the Build to Donate Bill, which incentivizes developers to deliver completed housing units, as well as stronger partnerships among developers, LGUs, MFIs, and key shelter agencies to better reach informal and underserved sectors.
A second consultation meeting is scheduled for 18 February 2026. Insights and feedback from both consultation meetings will be consolidated to shape the themes and areas of discussion for the 3rd Ateneo–SEDPI Socialized Housing Summit, to be held on March 24, 2026, at Ateneo de Manila University.

As the session concluded, Dr Roberto Martin N Galang and Vince Rapisura emphasized the need to move from identifying problems to scaling best practices. The insights from this 21 January meeting will serve as inputs for research focused on socialized housing.
Through continued dialogue and cross-sector collaboration, ACSEnt and SEDPI aim to advance practical, scalable solutions to the country’s socialized housing challenge.
