CALL FOR APPLICATIONS: Project Manager for Health Governance

TERMS OF REFERENCE

Position:               Project Manager

Duration:             Three Months (initial contract; subject to renewal)


 I. Brief Description


The Ateneo School Government (ASOG) is the public-sector arm of the Ateneo de Manila University. The School’s long-term mission is to teach and work with effective and ethical public servants. It aims to contribute in building prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes.


 As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.

II. Scope of Work

 
The Project Manager shall oversee the implementation of a research project on health governance, in particular, a program evaluation study of a health program in the Philippines. The Project Manager is expected to:

  • Oversee project operations in cooperation with the implementing partners, various Ateneo units, and the project team;
  • Assist the Principal Investigators in the expansion of network and engaging high-level partners, expert advisors, and other stakeholders for the dissemination of project outputs;
  • Provide overall operational assistance to the project team in developing and ensuring the uptake of evidence-based research outputs generated by the project;
  • In coordination with the Principal Investigators, assist in the planning and lead the execution of project activities;
  • Supervise the administrative and operations staff of the project; 
  • Manage the project monitoring, evaluation and learning framework, and prepare periodic reports and other documentation requirements, for internal and external reporting; and
  • Perform such other functions as may be assigned by the Principal Investigators, Ateneo Policy Center Head, and his/her authorized representative similar to,  and related to the functions enumerated above.


III. Description of Education, Competence, and Required Experience

  • Advanced university degree (Masters, ABD or PhD) in health science, economics, public policy and/or international development policy with a focus on health governance is an advantage;
  • At least three (3) years of  experience managing development projects in the Philippines and SEA, extensive experience with projects implemented by international donor agencies is an advantage;
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under tight timelines as well as program close-out is an advantage;
  • Proven capacity in building and effectively supervising a diverse team of employees;
  • Proven ability to lead and form constructive partnerships in government and the private sector;
  • Excellent oral and written communication skills;
  • Excellent interpersonal and organizational skills, with keen attention to detail and the ability to work in a team; and
  • Flexibility to adapt to any subsequent changes in the terms of reference.
