ASOG Executive Education Program Leads Open Training Course on Public-Private Partnerships for the People: By and For Local Government Units

The Ateneo School of Government, through its Executive Education Program, conducted a two-day training course on Public-Private Partnerships for the People (PPPP): By and For Local Government Units. The program brought together professionals from various local government units, national government agencies, the private sector, and the academe for meaningful discussions on PPPP in local governance, while strengthening their capacity to design future-ready, accountable, and sustainable local development initiatives.
The training course was attended by participants from various institutions, including local government units such as Quezon City, Bayawan City, Pasig City, and Cadiz City; the provincial governments of Abra and La Union; the Department of Health–Central Office; P.B. Esplana Finance and Accounting Services; the Local Government Academy; and Philippine Christian University. Coming from cross-sectoral backgrounds, they gathered to learn how local government units and their partners can effectively collaborate to deliver responsive, sustainable, and inclusive local development initiatives.

Atty. Alberto C. Agra, PPP Law Professor, Certified PPP Specialist, and PPP-for-All Advocate, served as the main resource person and shared his expertise on the core principles of PPP and its relevance to local government law, as well as the technical, financial, and future-proofing aspects of PPP projects, including people-centered and environmental considerations. He was supported by Engr. Antonio Rex S. Chan, Consultant on Logistics, Infrastructure, Reclamation, and Public-Private Partnerships (PPP), who contributed additional insights during the sessions.

In her closing message, Ms. Sharon Grace S. Yabut, Head of the Executive Education Program, congratulated the participants and highlighted the importance of strengthening PPP competencies in advancing effective local governance. She emphasized that the true value of the program lies in learning transfer and application, encouraging participants to translate their insights into concrete actions within their respective local government units and organizations. She also highlighted the role of collaborative learning and knowledge-sharing through learning sessions as key to fostering more responsive, accountable, and sustainable partnerships and public service initiatives.
