Position Title: Chief of Party (PARTICIPATE)
Period Covered: 01 August 2022 – 31 July 2023
Description
The Ateneo School of Government is the public policy academic arm of the Ateneo de Manila University. Its long-term mission is to teach and work with effective and ethical public servants to build prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes. Through its research and extension programs, and its work with public, private and civil society organizations, ASOG aims to develop and foster innovative ideas and approaches in order to change mindsets and systems in such areas as leadership, poverty eradication, climate change, social accountability, and politics.
ASOG, through its public policy think tank, the Ateneo Policy Center, is currently implementing a project on political participation for greater electoral integrity (PARTICIPATE) in partnership with the La Salle Institute of Governance (LSIG) and the National Citizens’ Movement for Free Elections (NAMFREL). PARTICIPATE is a non-partisan, pro-democracy coalition dedicated to engage and empower the political participation of the Filipino people. It seeks to advance political participation by: 1) bolstering citizen oversight of electoral processes; 2) increasing availability and accessibility of information to promote informed voting; and 3) providing broad support for constituencies for electoral reform.
Tasks and Functions
The Chief of Party of PARTICIPATE is expected to:

Provide overall programmatic and strategic technical and managerial leadership for all components of the project to ensure quality and timely delivery thereof;

Represent the project in high-level discussions and conversations with key stakeholders;

Identify and establish partnerships with relevant stakeholders, including civil society organizations, networks, and coalitions, media representatives and government officials;

Lead in the knowledge management, communication, and awareness raising for project activities, findings, and recommendations to various stakeholders;

Design, develop, and implement strategies, policies and procedures to improve the ability of civil society organizations and other stakeholders to support better informed and increased voter participation in the Philippines;

Provide general guidance in the development and design of activities that increase the awareness and understanding of citizens of the electoral process, their rights and role as voters, and the importance of political participation;

Provide overall guidance to quarterly, semi-annual, final and other relevant reports, as required by the Implementor and the funder;

Supervise all project staff consultants, and other staff as assigned, and develop and sustain a work environment of mutual respect where the team strives to achieve excellence; and
-
Interact directly and on a regular basis with the funder to coordinate program direction and ensure effective implementation of project activities.
Qualifications

Advanced university degree (Masters or PhD) in business administration, law, economics, public policy and/or international development policy;

At least 10 years of experience in research publication, teaching and policy development, project management, or capacity development;

Had previous professional engagements with international organizations (either as consultant or resident technical expert) conducting work related to policy development/ knowledge management, capacity development, and advocacy;

Minimum of 5 years of professional experience in successfully managing political participation or electoral oversight projects of similar size or scope;

At least 3 years of project management experience in the Philippines or Asian region with comparable contexts and successful past democracy work with civil society.
