Ateneo Policy Center publishes new policy brief on Public-Private Collaboration to Foster Economic Recovery and Shared Prosperity

On October 7, 2022, the Ateneo School of Government, through the Ateneo Policy Center, held a roundtable discussion (RTD) entitled “Public-Private Collaboration to Foster Economic Recovery and Shared Prosperity: Options and Challenges at the Local Level''. Select local government executives and private sector leaders participated in the RTD, which discussed successful public-private collaborations during the COVID-19 pandemic and likewise examined possible local-level partnerships during the post-pandemic era.

 During the roundtable discussion, local government leaders expressed their openness to form partnerships with the private sector, more so under conditions of devolved public services (e.g., education, healthcare, water, transportation) arising from the Mandanas-Garcia ruling. For successful collaboration, the participants identified the need for strong leadership, effective regulatory frameworks, transparency, and well-designed projects. While development is brought closer to the people, collaboration with LGUs may be difficult at times due to restrictive regulatory environments; insufficient knowledge and experience of local personnel in implementing partnerships; and the limited ability of LGUs to undertake long-term contracts with private companies. 

This policy note documents challenges faced by the LGUs and private sector in undertaking local-level collaboration projects and looks into possible arrangements that could ensure shared prosperity in a post-pandemic economic recovery.
