Strengthening public sector project management: DOH CALABARZON partners with ASOG Executive Education Program

From 7 to 9 May 2025, the Department of Health - Center for Health Development IV-A (CALABARZON) completed a specialized training workshop course on Project Management for Public Sector Projects at Privato Hotel, Quezon City. The course was designed to enhance the capability of CHD IV-A personnel in developing, managing, and implementing effective public health projects. Grounded in the mandates of the Department of Health and aligned with the priorities of Local Government Units, the course provided participants with essential tools and methodologies to plan, execute, and evaluate healthcare programs that deliver meaningful outcomes for local communities.

Participants from various positions at CHD IV-A, including Development Management Officers from the Provincial DOH Offices (PDOHO), Senior Health Program Officers, Medical Officers, and other personnel from the Center, attended the training workshop. The sessions focused on three core areas: the Project Management Framework, the Project Management Cycle, and Addressing Challenges in Managing Public Sector Projects. These modules focused on ensuring that the project being developed adds value to the local communities served by the PDOHO. Participants strengthened their competencies by systematically navigating the entire project management cycle and applying relevant tools and methodologies to real-world challenges within their respective contexts. doh

The sessions were facilitated by Mr Manolito A Novales, a core faculty member at ASOG and a seasoned development professional with over 30 years of experience in public sector development. Mr Novales has held key leadership roles, such as Team Leader for the World Bank-funded Philippines COVID-19 Emergency Response Project, which aimed to strengthen local health systems and enhance public health preparedness. He was ably supported by Ms Jane Baldago, a development practitioner with over two decades of experience in capacity building and program implementation. Ms Sharon Grace S Yabut, Head of the Executive Education Program, highlighted in her opening message to the participants that as public health leaders, their role in delivering impactful and sustainable programs is crucial to building a healthier and more equitable future for our communities. In his closing message, ASOG Dean Philip Arnold P Tuaño hoped that skills the participants learned will lead to innovations and improvements in their work and the lives of the people they serve.
