The Ateneo School of Government (ASoG), through its Executive Education Program, implemented the open training course on Public Fiscal Management for Local Government Units in Devolution from 16 to 17 September 2025 at Ateneo de Manila University. The program was designed to help local government units (LGUs) and their partners strengthen fiscal management and accountability systems in the context of devolution, a critical step toward improving governance and service delivery.
The training brought together participants from LGUs represented by the Municipalities of Santo Tomas (Pangasinan), Plaridel (Bulacan), Guiuan (Eastern Samar), Paracelis (Mountain Province), Borongan City (Eastern Samar), and the Provincial Government of Albay. The course was also joined by representatives from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the Ministry of Finance, and Budget and Management and from private sector.

The course was facilitated by Ms Maxine Tanya Hamada, who brings more than two decades of leadership experience in both civil society and public service. She previously served as Assistant Secretary at the Department of Budget and Management. With extensive work in fiscal management, civil society engagement, and governance reform, Ms Hamada guided participants through practical discussions and workshops, drawing from her experiences in both government and development sectors.

From the closing message of ASoG Dean, Dr Jennifer S Oreta encouraged participants to apply the lessons from the course in their local contexts, underscoring that effective fiscal governance contributes to building inclusive and sustainable communities.
