ASOG Executive Education program conducts public policy development and analysis training for leaders

The Ateneo School of Government through its Executive Education Program concluded its Public Policy Development and Analysis training program from 12 to 14 November 2025, bringing together professionals from local government units (LGUs), national government agencies (NGAs), and the private sector who engaged with government stakeholders.
Anchored in Ateneo’s mission of forming persons-for-and-with-others and ASOG’s vision of nurturing ethical and evidence-driven public leaders, the program provided adult learners with a practical, structured learning experience on how public policies are identified, developed, analyzed, and improved within dynamic institutional environments.
Participants from Municipality of Mariveles, Bataan; Bangko Sentral ng Pilipinas; Department of Justice – Office for Alternative Dispute Resolution; Department of Agrarian Reform; Office of the President – Office of the Deputy Executive Secretary for Legal Affairs; and Aboitiz Power Corporation joined the program, reflecting the growing recognition that impactful policy work requires collaboration across sectors.


Facilitated by ASOG Core Faculty Mr. Manolito Novales, the training guided participants through essential tools such as problem and objective analysis, stakeholder mapping, institutional assessment, and option evaluation. Through group activities and reflective discussions, participants examined how policy choices are shaped by evidence, political realities, and stakeholder interests. The sessions highlighted the importance of grounding decisions in credible data, engaging communities early, and anticipating implementation challenges.


In her opening message, Ms. Sharon Grace Yabut, Head of the Executive Education Program, emphasized the growing need for leaders who can navigate rapid changes and craft policies that are inclusive, grounded in evidence, and responsive to the needs of communities. In her closing message, Dean Jennifer Oreta, PhD, encouraged the participants to continue applying analytical rigor and ethical leadership in their respective roles, reminding them that sound public policy requires both a disciplined examination of evidence and a deep commitment to the common good. Both leaders reaffirmed ASOG’s commitment to supporting practitioners as they strengthen governance and advance public service.
This recently concluded training forms part of ASoG’s ongoing initiative to provide accessible and high-impact professional development opportunities for those in public service and governance-related fields, enabling them to make informed, meaningful, and sustainable contributions to their institutions and communities.
