Introduction to Public-Private Partnerships: Executive Education Program public offering training course

The Ateneo School of Government (ASoG) through the Executive Education Program (ExecEd), recently organized a public offering and comprehensive two-day training course on “Introduction to Public-Private Partnerships” held on 1 and 2 August 2024, at the Pacifico Ortiz Hall, Ateneo School of Government, Ateneo de Manila University. The training attracted a wide array of participants from various organizations and Local Government Units (LGUs), including the Bangsamoro Transition Authority, Ministry of Finance, the LGUs of Coron, Palawan; Muntinlupa; Iloilo; Taguig; Ilocos Norte; Lipa City; and Abra de Ilog; the National Water Resources Board; and National Economic and Development Authority.

Intro to PPP

The training was facilitated by Mr. Lawrence G. Velasco, a distinguished public-private partnerships (PPP) practitioner with a notable track record in developing, conducting due diligence, evaluation and structuring PPP transactions throughout Asia. The two-day course covers fundamental concepts and practical insights into PPPs. It includes sessions on the definition, significance, and various models of PPPs, as well as legal framework and project identification processes. It also focuses on project preparation, risk management, stakeholder engagement, and includes case studies to illustrate best practices and lessons learned in managing PPP projects, catered to LGU sector projects in pursuit of sustainable development goals. 

Intro to PPP

The Implementing Rules and Regulations (IRR) of Republic Act No. 11966 becoming effective on 6 April 2024 signals a significant step in enhancing the governance and execution of PPP projects across the country. PPPs are becoming increasingly crucial for LGUs, especially with the implementation of the Mandanas Ruling. This landmark decision significantly boosts the financial resources of LGUs, granting them a larger share of national government revenue. With this newfound fiscal capacity, LGUs are now better positioned to undertake substantial development projects. However, to effectively utilize these funds, strategic collaboration with the private sector is essential. PPPs provide a robust framework for LGUs to address local infrastructure and service delivery challenges, ensuring projects are efficiently executed and sustainable. This ultimately fosters inclusive local economic growth and enhances public services.

At the closing session, Dr. Philip Arnold P. Tuaño, the Dean of ASoG, emphasized that this framework is crucial in fostering effective partnerships and for guiding local public officials in the management of these collaborations. He affirmed the ASoG’s dedication to developing training programs that meet the academic and professional needs of leaders and managers, in alignment with the institution’s mission to support and enhance leadership and governance.

The successful completion of this training course marks a significant milestone for the participants. This achievement not only highlights the dedication and hard work of our participants but also signifies a pivotal milestone for ASoG ExecEd as we proudly resume the regular public offering of our training programs.
