We are hiring: Program Officer – OF LIFE Program

We are looking for a Program Officer – OF LIFE Program to join our growing team.

TERMS OF REFERENCE

Position: Program Officer – OF LIFE Program
Unit: Ateneo School of Government (ASOG)
Location: Quezon City (ASOG-based; with field coordination as needed)


About the Program
The Ateneo Overseas Filipinos’ Leadership, Innovation, Financial Literacy, and Social Entrepreneurship (ALSE OF-LIFE) Program empowers overseas Filipino workers (OFWs) and their families through training in leadership, innovation, financial literacy, social entrepreneurship, and community development. The Program Officer plays a key role in program coordination, government engagement, LGU partnerships, and migrant-centered capacity-building efforts across the Philippines and abroad.


Key Responsibilities
1. Program Coordination & Implementation
o Manage training rollouts, participant onboarding, and coordination with resource persons.
o Work closely with global and local Secretariat partners to deliver smooth program operations.
o Maintain program databases, evaluations, documentation, and reports.


2. Government & LGU Partnerships
o Establish and strengthen partnerships with LGUs to support OFW reintegration programs, community-based initiatives, and local learning activities.
o Coordinate with the Department of Migrant Workers (DMW) for joint programs, policy alignment, reintegration pathways, and migrant worker support initiatives.
o Represent ASOG in meetings, planning sessions, and partnership-building activities with government agencies.

3. Stakeholder Engagement
o Liaise with diaspora groups, community organizations, volunteer secretariats, and development partners.
o Support organizational arrangements, MOUs, and coordination with partner institutions.

4. Communications & Support Functions
o Assist in communication, marketing, and visibility efforts for the OF LIFE Program.
o Support resource mobilization initiatives and preparation of documentation for donors and partners.
 

Qualifications and Experience

Education
Bachelor’s degree required, preferably in:

  • Public Administration
  • Development Studies
  • Social Sciences
  • Community Development
  • International Studies / Migration Studies
  • Social Work
  • Economics
  • Psychology
  • Communication / Development Communication

Master’s degree in Public Administration, Development Studies, Migration Studies, Social Work, or related fields is an advantage.

Experience
At least 3–5 years of relevant work experience, ideally in:

  • Migration and development work, OFW programs, reintegration, or diaspora engagement
  • Government coordination with LGUs, DMW, OWWA, DOLE, DSWD, or similar agencies
  • Program or project coordination in development, NGO, academic, or government settings
  • Community organizing, partnership building, and stakeholder engagement
  • Training or event management
  • Experience working directly with migrant workers, OFWs, or migrant families is highly
    preferred.
  • Skills and Competencies
  • Strong communication, interpersonal, and documentation skills.
  • Ability to manage multiple workstreams and coordinate across diverse teams.
  • Familiarity with migrant rights, reintegration policies, and diaspora development frameworks.
  • Organized, detail-oriented, and capable of independent work.

Work Arrangement

  • Based at the Ateneo School of Government, Ateneo de Manila University Loyola Heights
    Quezon City
  • Occasional fieldwork or travel for LGU, partner, or DMW engagements as needed.
