The Ateneo School of Government congratulates JINSP JOSE MARIE D SABENIANO BJMP, Warden of the San Juan City Jail Male Dormitory, ASOG MPM Candidate for Graduation of 2021, and Dean Dina Abad Emerging Leaders Fellow, for having been awarded the 2021 GAWAD KARAPATANG PANTAO AWARD by the Commission on Human Rights last December 10th, Philippine Human Rights Day.
JINSP Sabeniano was given the award because of his leadership role in the construction of San Juan City Jail’s New-Normal Visitation Area. This New-Normal Visitation Area is the first of its kind in the Philippines and was built in accordance with the new normal protocols brought about by the pandemic. The key objective of this visitation area is to allow persons deprived of liberty (PDLs) to be visited by and to spend time with their loved ones while minimizing the health risks both of PDLs and visitors. The construction of the said visitation area was completely funded by the fundraising efforts of the uniformed personnel of BJMP, the Philippine National Police, the Bureau of Fire Protection, and in partnership with private individuals. This New Normal Visitation Area of the San Juan City Jail will now become the national standard for all city jails, with the BJMP-National Headquarters now requiring all jails to have the same.
JINSP Sabeniano has also been instrumental in rolling out various projects for PDLs in San Juan City, such as the facilitation of PDLs’ involvement in their children’s online learning and in livelihood programs like parol-making and painting, which has allowed PDLs to earn and provide for their families. JINSP Sabeniano says, "There is a great need for PDLs to experience a sense of direction in life during their stay in jail, and even after being released from the jail or prison. They must be encouraged to do something with the help of the jail management and stakeholders.”
