DILG-NCR champions science and collaboration in environmental management

On 27 August 2025, the second day of the 2025 NEO Plus Urban Governance Course at Novotel Manila, the Department of the Interior and Local Government–National Capital Region (DILG-NCR) brought the spotlight to one of Metro Manila’s biggest challenges: environmental management.
Dr Emma Porio, Resilience Fellow and trustee of the National Resilience Council, opened the session by reminding participants that the Philippines now ranks number one in the World Risk Index. She stressed that science-based, data-driven planning is critical for local governments, especially as flooding and informal settlements continue to be closely linked in the region. Her call to action: strengthen partnerships, invest in science and technology, and weave disaster risk reduction into everyday development plans.

The discussion also explored practical ways forward. Jacqueline Miel-Soliguin, UNDP SHIELD Programme Manager, shared how resilience financing can unlock new opportunities for LGUs. Meanwhile, Architect Felino Palafox spoke on designing livable cities through collaborative urban planning.
By championing science, financing, and collaboration, DILG-NCR empowers NCR’s leaders to move beyond short-term fixes toward long-term resilience. The session marked not just an exchange of ideas. The goal: a Metro Manila that is not just growing, but resilient and sustainable for years to come.
